at the earth's surface the sun produces about 1000w/m2. Your 21mm lens is big enough to capture about 1/3 watt. That is enough to, say, start a hair on fire...the problem is that with any lens you're basically producing a sphere of high intensity lighting that's a couple millimeters in diameter and for THIS lens that sphere is probably only 1 centimeter or two behind the lens. It's going to produce whatever effect it does produce right next to your hand. Personally, I'd seek out a fresnel lens for the same purpose. You'll get a lot more surface area (i.e. wattage, heat) and it probably weighs less and packs flat, plus the size makes it easier to focus the light since the focal point of the lens will be several inches from the lens itself.
